Multi-hub peer pulls now measure local-minus-peer clock skew from the peer welcome timestamp and carry it through network_fetcher, MultiHubFollower, observed-peer snapshots, who, and status JSON/human
output. Federated causality queries accept --clock-skew HUB=SECONDS plus --skew-warn-seconds so offline merged-log reports can flag when their
timestamp-ordered cross-hub evidence exceeds the operator's skew threshold.
