• synapse federation list now shows each imported peering's bundle expiry
  distance and credential rotation state (steady, overlap, or
  incomplete). The dashboard federation feed exposes the same lifecycle fields
  so operator surfaces distinguish active, expired, revoked, stale, and
  add-new-before-retire rotation windows consistently.
