• SQLCipher --db-key-file on multi-seat operator store readers: approval status, trust-graph, ttl-advice, cross-repo (with --db), and
  sandbox run --attest (core run_* / _attest_run accept key_file).
• SQLCipher --db-key-file on remaining analysis CLIs: causality (including
  otel/health/contention; federated peers share the same key file when set),
  accounting report, memory-recall, debug, and reproduce (core
  run_* / read_memory_recall / load_task_for_seq accept key_file).
