A core-only install could not arm a waiter on 0.99.0. The machine
identity provisioning called the Ed25519 primitives unconditionally, so synapse wait/arm crashed with ModuleNotFoundError: cryptography on
any environment holding only the core dependency (websockets) — the
optional cryptography package was never a hard requirement. Provisioning
now degrades to an unsigned registration exactly as every pre-0.99 client
behaved, and a hub without cryptography admits signed registrations
unverified with a single actionable warning (pip install synapse-channel[encryption]) instead of refusing or crashing the frame
handler. Trust-on-first-use pinning remains fully active wherever cryptography is installed. Regression tests pin the core-only arm path,
both degradation branches, and the hub-side warning.
