Fixed

• Bind durable delivery decisions to the receiving hub, preserving the immutable
  request origin. Forwarded requests can expire and resolve replaced sessions;
  forwarded-only journals refuse startup under another hub identity.
• Add explicit, append-only legacy ownership recovery with custody references,
  atomic rollback and an optional reason-specific retry of historical authority
  refusals. Storage profile 4 requires a compatible runtime after adoption.
• Document the recorded physical federation result, failed Core 0.99.36 expiry
  case, recovery procedure and the limits of the validated claims.
• Wait for actual hub unregistration in the CLI task replay regression,
  preserving the stable-key payload-conflict and single-operation assertions.
