- add release 1.8.0
- add release 1.9.2
- update info for master
- add instructions on downloading jars for releases
- add instructions for tracking artifacts and packages to master defition

My change doesn't impact anything in the build, AFAICT. So I don't think the failure is related. It looks like a version conflict on Apache Commons Configuration. |

@busbey The recent changes to Connector from Accumulo 636 haven't been applied to this repo yet. I will work on porting over those changes. |
