Look into cleaning up tmp files from failed compactions

Before the elasticity changes, tablet may have cleaned up tmp files from failed compactions. What if anything will clean these up when tablets are on demand and may never load?

Could possibly include the external compaction uuid in the compaction tmp file name. This could make it easy for something to periodically find tmp files that have no associated external compaction entry in the metadata table.
