Should the `accumulo ec-admin` command be removed in 4.0?

The ec-admin command was added in 2.1.0 when External Compactors were introduced as experimental and optional. In 4.0, they are neither of these things. Just wondering if we should move these commands somewhere else, or if they are even needed in 4.0 as the tooling for the compactors may be more integrated into the other tools.
