This updates tests that cloned tables work correctly with files that are fenced with non-infinite ranges This addresses part of apache#3766

This updates tests that cloned tables work correctly with files that are fenced with non-infinite ranges
The test will test infinite ranges (which is identical to the version of CloneIT) and then the same tests are run again using non-infinite ranges by using the junit parameterized test feature
This addresses part of #3766
