This adds tests to verify that the table properties that are related to correctness of the system tables (root and metadata) are set properly when the configuration is initialized

Also note that when this gets merged forward there will be some changes needed as some refactoring was done with where the root and metadata name and ids are stored. Also elasticity will need an extra check added to verify the availability goal is hosted on all tablets |
