Add has_dataset_outlets in /grid_data 

Return `has_dataset_outlets` in /grid_data so we can know whether to check for downstream dataset events in grid view.

Also: add `operator`

Also be mindful of performance on those endpoints  (e.g do things in a bulk query), and it should be part of the acceptance criteria.
