feature request: Amazon Provider Neptune Analytics Operators/Sensor

Description

Currently the Amazon Provider has operators to interact with a Neptune DB Cluster, but we have data science needs to interact with the ephemeral graph database, Neptune Analytics. Specifically, we would like to create graph with import and then delete graph to clean up the resource when finished.

Use case/motivation

We have a data science use case to create a Neptune Analytics graph with import, run a machine learning algorithm on the graph, and then destroy the graph. I have not run this workflow yet via the api/boto3, but I have heard it can take a half hour to create a graph, so I imagine there would need to be a sensor to track the state of the graph build.

I am willing to make a PR if this isn't picked up before I can get around to it.
