Pre-checked 7 items here that were already verified ✅ on rc2 (#65497) and are present in rc3 unchanged — direct cherry-picks or `[v3-2-test]` backports of the same fix. The rc2 testers who signed them off have been saved the retest:

• `#63259` — `dag_run_conf` null serialization
• `#63636` — `.gitignore` `*.iml`
• `#63772` — `airflowctl version` keyring prompt
• `#65001` (backport of `#64935`) — `plugins` command
• `#65091` (backport of `#65065`) — `jobs list` `is_alive` default
• `#65097` (backport of `#65052`) — CLI error handling / exit codes
• `#65489` — `pyyaml` runtime dep

Items left unchecked are either new in rc3 (`#65607` httpx cap, `#65608` `dagrun list` `--state` fix, `#65634` release-prep, `#65525` CI upgrade) or were not verified on rc2 (please retest).
