Allow to_downstream to resolve its target list at runtime rather than at authoring time. Example: per-tenant daily processing where the tenant set evolves; per-variant experiment metrics where variants launch and retire throughout the week. Intersects with #44146, which provides the runtime-state substrate. (Possibly can be resolved by #44146 directly?)
