I decided to move it to CONTRIBUTING.rst as is it is an important documentation on what policies we have agreed to as community and also it is a great resource for the contributor to learn what are the committer's responsibilities. Fixes: apache#10179

I decided to move it to CONTRIBUTING.rst as is it is an important documentation on what policies we have agreed to as community and also it is a great resource for the contributor to learn what are the committer's responsibilities. Fixes: apache#10179 (cherry picked from commit d404cb0)

Read the Pull Request Guidelines for more information.
In case of fundamental code change, Airflow Improvement Proposal (AIP) is needed.
In case of a new dependency, check compliance with the ASF 3rd Party License Policy.
In case of backwards incompatible changes please leave a note in UPDATING.md.
