Temporarily allow force-push on v1-10-stable to sync it with v1-10-test.
This is needed because we had to merge #12382 to fix failing test.
While doing release management for 1.10.13, I had to squash, rename a good number of commits. Hence we need to force-push v1-10-stable on v1-10-test.
