After #46358 as hot-fix making the main building again, this PR cleans-up the approach and models a re-usable action to setup and clean docker workspace.
DRAFT because first I attempt to also check why the constraints generation failed. Might need a few iterations to understand why the step fails when docker workspace is on the second drive.
