Actually I just added it to release-candidate publishing - thew new publishng now releases documentation on staging for RC candidates and This way - documentation and changelogs can be reviewed during voting easily - same with |

This is long overdue. avoiding all the manual edits.
Also removed the doc create part from releasing part, it belongs only to the publishing part (already there)
