Exclude google-cloud-bigquery version 3.32.0 to avoid the possible performance issue

which one specifically? If the version is bugged aren't they yanking it?

I see that it's yanked https://pypi.org/project/google-cloud-bigquery/3.32.0/
pip ignores yanked versions automatically we don't need to explicitly exclude it
