Fab provider 1.5.4 is only supposed to work with Airflow 2.11.1+ because it has been specially prepared to handle new dependencies added (including new connexion version). It will not install with earlier versions of Airflow, but we should also explicitly state it's compatibility. Also changed from pre-commit to prek and added skipping of celery provider 3.16.0 as it dos not work with 2.11.1.
