Pull the sphinx-airflow-theme wheel from airflow.apache.org#62710

The sphinx-airflow-theme has been pulled from github releases so far but over last few days this was unstable - likely due to rate limiting. We started uploading the theme to airflow.apache.org in apache/airflow-site#1427 - so we can now download the theme from there. This should be way more stable because airlfow.apache.org uses fastly CDN to serve the static files, also the cache is always invalidated when the site is built, so we shoudl always get the latest version.
