This PR adds a significant newsfragment for AIP-76 Asset Partitioning feature.

There is a mark as behavior change and code interface change but I didn't see explanation about what was changed. I expected to see something like: "Previously it worked as ... now it works as ..."
"Previously the interface was ... now it's ..."
