Add locale-specific translation skill guidelines for Hebrew (he), derived from the existing he/*.json locale files. Includes glossary of established terms, task/run state translations, RTL considerations, construct state conventions, and agent DO/DON'T instructions. Follows the same structure as existing locale skills (fr.md, es.md, etc.). Closes: apache#61993
