A new arrow.big_decimal extension type and test.

Yes. Encoding/decoding, validation, metadata identity, Decimal128/256 conversions (including error paths), and IPC round-trip with registered and unregistered readers.
Are there any user-facing changes?
Yes, this is a new canonical extension type.
