[R] Install from local source on MacOS fails build after Abseil build step

Describe the bug, including details regarding any error messages, version, and platform.

In the test-r-install-local and test-r-install-local-minsizerel nightly builds, the install on MacOS fails after building Abseil:

I haven't investigated what change caused this to start failing...I think it could have been caused by an update to Abseil or GCS in Homebrew? I'm not all that familiar with how this is supposed to work on MacOS.

These appear to have been transient (possibly related to the 10.13 runner being down?). In any case, there is no longer a failure.
