Per INFRA-11370 this may be a little bit of configuration, and we should decide if we all of the GitHub traffic mirrored to dev@arrow versus another distro list where signal-to-noise ratio may be less important

If we plan to have all comments on github and commits sent to a list I'd suggest to setup one separate from dev@arrow for that reason. commits@arrow possibly?

I agree; I think the e-mail traffic, particularly 1 e-mail per comment on PRs, would be excessive.

Are there examples of connecting GitHub to JIRA? We can also stick with our current process of posting the PR link as a comment

I'm pretty sure that Drill has a system when a PR starts with a JIRA number, any comments to the PR are copied back.

This is done. Turns out to get this fully working we needed to add ASF Github Bot to the Contributor role in JIRA
