[C++] Build Arrow adapter for Apache Kudu C++ client

It would be useful to have an adapter that converts Kudu's scan batches into Arrow record batches.

This is still interesting, but probably the work should be done in Apache Kudu

IIUC [~tlipcon] is working on this using the C Data Interface, would be one of the first "in the wild" usages of the C interface. I'll close this as "won't fix" since the work is happening externally to Apache Arrow
