[C++] ld tries to link 'arrow_static' even when -DARROW_BUILD_STATIC=off #17304

I'm passing these flags to CMake:

"-DCMAKE_BUILD_TYPE=Release"
"-DARROW_WITH_ZSTD=off"
"-DARROW_WITH_LZ4=off"
"-DARROW_BUILD_TESTS=off"
"-DARROW_BUILD_STATIC=off"

Based on that, I expect arrow to build only shared libraries. However, the build process fails when ld tries to link against 'arrow_static':

ld: cannot find -larrow_static

Environment: I'm building within GNU Guix on 64-bit Linux. I'm using CMake 3.7.2.
