[Java] Use Java Time and Date APIs instead of JodaTime

From Java SE 8 onwards, users are asked to migrate to java.time (JSR-310) - a core part of the JDK which replaces Joda time.

Arrow should move to use Java time APIs.

This requires Arrow Java to use compile against Java 8 - currently it compiles against Java 7

Dropping Java 7 support is a good topic that we should discuss in the next Arrow hangout (tomorrow at 17:00 UTC) as it has some wider implications. Seeing that some other projects recently made the same step, we could also probably do this (but be aware that I'm not Java dev currently, I most care about the C++/Python parts of Arrow, so others will have a stronger opinion) .
