[C++] docker-compose build that runs "infer" tool on C++ codebase

As a follow-up to ARROW-1626, we ought to periodically look at the output of the "infer" tool to fix issues as they come up. This is probably too heavyweight to run in each CI build

Based on ARROW-3599, I would say "infer" reports are not very interesting, but we may still find occasional insights in them.

If we dockerize this and put it into in the UL buildbot then we can look at these whenever we want
