[Packaging] crossbow status should output shortened log URLs

Would be nice to be able to easily get to the logs of a particular task. Right now I have to click through GitHub stuff.

I'll have a patch up for this shortly.

It might be better to fetch and display the logs instead -> https://issues.apache.org/jira/browse/ARROW-2933

We inevitably will need to create a small web application to be a dashboard for crossbow nightly builds etc. This could also fetch and display logs
