[C++] Function to return the number of seconds in a year

Could we/ should we have such a function? It would make some calculations easier and more consistent + it would help deal with some edge cases (such a leap seconds).

AFAIU, Unix-like timestamps don't have leap seconds, so it all comes down to number of days per year :-)
