PlasmaClient::Contains should return false before the corresponding object is sealed

According to the doc(https://arrow.apache.org/docs/python/generated/pyarrow.plasma.PlasmaClient.html?highlight=contains#pyarrow.plasma.PlasmaClient.contains), contains should return false before the corresponding object is sealed.
