[C++] Adding Suffixes support for Substrait-Join

At the moment Substrait-Join integration is worked out in ARROW-15590. And the suffix support is not yet added to this since it is not part of Substrait spec. To expose the functionality Arrow-Substrait, some modifications to Substrait spec may be required.
