[Release] Update vote thread email template to include checkum

Describe the enhancement requested

As discussed in https://lists.apache.org/thread/o2mpsf5okhzfz2k4mbg5d4s9ror69587, it would be an improvement if the vote thread email included the checksum of the RC archive instead of only linking to it.
