[CI][R] AMD64 Windows R release fails with IOError: Bucket 'ursa-labs-r-test' not found

In the AMD64 Windows R release I am finding that an S3 tst fails due to a missing bucket, I don't think this is related to my PR:

Seems to be failing for C++ too on some scenarios but not all ARM64 Ubuntu 22.04 C++:

This is new. Also strange as I thought I'd migrated the tests to the new S3 stuff - I guess I missed those, sorry!

(Other PR is #48260 - looks like I didn't get the Ursa ones there)
