The "release" task defined by Bundler runs "git tag" but it's not needed for us.

The "release" task defined by Bundler runs "git tag" but it's not
needed for us.
We can release Ruby bindings by "rake release" in ruby/red-arrow/ and ruby/red-arrow-gpu/.
It should be documented at Confluence.
