Jenkins should use groovy job configurations from a branch when running presumit tests for PRs into the branch. #18549

Description
It appears that currently Jenkins presubmit test suites always use job configurations from the master branch, no matter which branch the PR is going to. Instead, we should be using tests configuration from the branch.
