Deprecate/Remove MongoDb withFilter because its contract is broken #19337
Description
MongoDb withFilter is an option to allow users to control partitioning however its contract is not sufficient for this task. Also letting users control partitioning is a recipe for trouble (and not encouraged), but even if so there are more generic ways to achieve this. So we should deprecate this and even removed in a further version.
