A dep upgrade doesn't need deep justification, but don't make me be a detective to figure out why you are proposing a cherrypick. I have gone and sorted it out, though the relationship of the GCSIO bug to Beam has not been made clear so it doesn't have a regression test. |

We upgraded to 1.9.12 few days back but GCS client library team found a bug related to directory inference and recommended upgrading to 1.9.13 instead.
