There are duplicate and inconsistent copies of `datafusion.proto`

Describe the bug
Ballista has a separate copy of datafusion.proto that is not the same as the version in DataFusion.

To Reproduce
diff the files

Expected behavior
We should just have one copy

None

This is no longer applicable here now that ballista has moved
