Remove ExecutionProps from OptimizerRule trait #2614

Is your feature request related to a problem or challenge? Please describe what you are trying to do.
In order to implement #2599 we need to remove ExecutionProps from OptimizerRule trait.
The logical plan optimizer rules should not depend on anything related to the physical plan, or execution.
Only one rule, SimplifyExpressions currently references `ExecutionProps.
