Problem Summary: Async group commit WAL replay failures can leave table WAL backlog growing while later stream loads continue to be admitted. This adds a per-table group commit WAL count limit, tracks WAL queue size in WalManager, records replay failure reasons for diagnostics, and rejects new async group commit loads once the backlog reaches the configured limit.
