What

• Remove 39 exclude entries whose directory or suite no longer exists on branch-3.1.
• No runnable gray candidate was identified for this branch; this PR is configuration cleanup only.

Why

These entries can no longer match anything under regression-test/suites, so retaining them only adds noise to pipeline ownership and future cleanup.

Validation

• git diff --check
• Exact audit-to-diff verification: 39 expected removals, 39 actual removals
• Exclude sentinels preserved and no selected item remains

TeamCity terminal results will be added after the Draft PR runs.
