What is the purpose of the change?

Remove job native-image-inspecting from workflows as

1. Github: The action graalvm/setup-graalvm@v1 is not allowed in apache/dubbo because all actions must be from a repository owned by your enterprise
2. ASF: graalvm/setup-graalvm@v1 was not added to Allow specified actions and reusable workflows
