Introduce pamion's encoding & bucketing implementation to Fluss

Now, to use pamion's encoding & bucketing, we must include Paimon lib.. But we can introudce paimon's implement to Fluss instead of include paimon lib..

Copy the encoding & bucketing implementation from Paimon to fluss
