[Bug]: Allow the user to enter a new ${PROJECT_HOME} when not found in GUI

What happened?

migration: https://issues.apache.org/jira/browse/HOP-3824

When the GUI cannot find the ${PROJECT_HOME} home directory allow a dialog to either delete the project (with confirm) or select a new ${PROJECT_HOME} directory.
