Fix #7535
This PR fixes a NPE in the Pipeline Executor dialog when clicking
Get ParametersorMap Parameterswithout a configured pipeline file.This also fixes the
Map Parameterserror dialog to use Pipeline Executorproperties message keysinstead of Workflow Executor keys, and extracts repeated message keys into constants.
