Backport of #18260 to dev/1.3, cherry-picked from commit 47f7171. Conflicts were adapted to the dev/1.3 PipeTsFileInsertionEvent resource model and logging style. Verification: Spotless passed; node-commons compiled and installed; PropertiesTest#testHotReloadTsFileParserInFlightLimits, PipeTsFileInsertionEventAdmissionTest, and PipeMemoryManagerTest passed (9 tests).
