GH-4012: Sync with the current state of RDF Tests CG.

RDF Tests CG is the community that maintains the RDF and SPARQL tests.

This PR is some code changes to handle the version spec labelling, and adjust to preferred naming.

The rest of the PR is a complete replacement with the current RDF Test CG test suites for RDF syntaxes and SPARQL.

I ran through the unit tests and saw that the PositiveSyntaxTestARQ tests are missing from the test output; maybe this is intentional. It looks like this PR is all about reworking the translation layer from the tests defined through the w3c vocab, so maybe it was dropped in the transition which is why I'm raising this
